I think I could suggest a new constitution that every one could agree to for the rest of the time mankind is here on earth. It's really so simple that everyone could get on board and wouldn't even need to sign it. The problem lies in how do we deal with those that violate my simple constitution? Do we kill them or cage them or what? Here it is. It's really short. Three words....DO NO HARM.
